Tax reforms through the dialogue and partnership
The main aim of Oleksandr Klymenko is improving the investment attractiveness of Ukraine. He has implemented a number of important and necessary business and citizens regulatory reforms. Due to them, Ukraine was included in the top-100 ranking Doing Business for the first time, improving its position by 56 points on the easiness of paying taxes.
All the reforms, implemented by Oleksandr Klymenko, developed and implemented via close dialogue with the Ukrainian and foreign business. Oleksandr Klymenko has always stated that the state should be open, predictable and stable business partner. In its turn, it must be able to influence on the regulatory policy and seek for compromises on important issues.
Oleksandr Klymenko personally initiated the establishment of the Investment Council under the Ministry of revenue and duties. It included the heads of the leading Ukrainian industrial groups and business associations, top managers of major corporations, international consultants, the foreign investors. The Council was making recommendations for the further development of the tax and customs policy of Ukraine, analyzing the practice of using of existing laws, forming an agenda for improving organizational structure of the Ministry.
In addition, due to the efforts of Oleksandr Klymenko, new forms of cooperation between business and citizens were implemented in the practice of public administration, namely: an interactive anti-corruption service “Pulse”, regular meetings with business in the capital and regions, thematic discussions of bills and draft laws, the analysis of complaints and appeals, etc.
Initially, one of the main requests among the business interests was simplification of the tax system and related formalities: registration of new taxpayers, submission of reports, reducing the time on tax procedures. Therefore, the first large-scale reform, carried out by a team of Oleksandr Klymenko, became a creation of the service space. More than 500 service centers for small and medium-sized businesses and citizens have been opened all over the country. For large enterprises and corporations there was opened a central office on work with large taxpayers, which provides individual support for business tax on the branch principle.
Due to the innovations, implemented by Oleksandr Klymenko, the amount and volume of tax documentation have declined significantly. Consequently, developed electronic reporting system became widely used due to its availability.
During the work of Oleksandr Klymenko, the number of tax payments and fees has decreased from 135 to 28 per year business. Time, which is spent for its payment, has actually decreased in half – from 657 to 350 hours per year. It has been developed and ready to implementation the reform on reducing payments to 9-10, which was carried out by next government.
Efforts of Oleksandr Klymenko in reforming the tax system in Ukraine have been estimated by worldwide expert community. In the ranking «Doing Business-2014» of the World Bank, the position of our country have grown by 25 points (including the expansion of participants – 28). Ukraine was called «the most successful state in improving the regulatory policy among all countries in the world during 2012-2013.
The following year, in 2015, due to the results of the reforms, which were carried out by the team of Oleksandr Klymenko, the position of Ukraine increased by 16 points, and subreytinge easiness of paying taxes – by 56 points. Ukraine was included in the top-100 ranking Doing Business for the first time in its history.
