Electronic services for business and citizens
Due to Oleksandr Klymenko, development of electronic services has become a major factor in simplifying the tax system and increasing the investment attractiveness of the country.
Large-scale electronization of tax services is considered by Oleksandr Klymenko both in the context of improving the quality of tax services for business and citizens, and the necessity of increasing the distance between the taxpayer and the employee of tax service in order to avoid corruption risks.
Due to the efforts of Oleksandr Klymenko, Ukrainian entrepreneurs are able to submit tax reports online. In order to do this, since 2012 entrepreneurs have been offered to obtain free electronic keys of digital signature in more than 100 specialized centers certification. Ukraine became one of the few countries in Europe (!), where the taxpayer is able to get free software (from the state) for submission tax reports.
As a result, be the end of 2013, 98% of reports on VAT, 63% declarations of profit, 43% reports on the single tax, and 66% – reports on the ECB, 86% of customs declarations were submitted in electronic form.
Since February 6, 2013, free keys for customs operations have been issued. Customs officials, customs brokers and subjects of foreign economic activity got it. As a result, the number of electronic customs declarations has increased more than 4 times.
In 2013, among the electronic services, which were implemented by the Ministry of revenue and duties, one of the most anticipated was the launch of the “Electronic office of the taxpayer.” It is a private workplace of taxpayer, where he can from any computer connected to the Internet. “Electronic Office” began its work in test mode in June 2013.
Team of Oleksandr Klymenko offered to concentrate all required payments for all public authorities in a “single window”, created on the basis of service centers and IT-infrastructure of Ministry of revenue and duties. The first step was the administration of a single social contribution by experts of the Ministry.
Another important step was the institution of electronic audits of taxpayers applying the simplified system of taxation, accounting and reporting. The initiative was announced by Oleksandr Klymenko in June 2013. The relevant provisions of the Tax Code came into force on January 1, 2014.
After the creation of the Ministry of revenue and duties in 2013, intensive “electronization” of customs operating began. According to the strategic development plan of the Ministry, it was planned to switch the qualitatively level of customs infrastructure. The project was called “Customs of the future” and supposed the opening and renovation of 15 customs checkpoints on the border of Ukraine and the EU. They had to comply with all international requirements, equipped with modern computer and office technique, technical means of customs control. On December 2, 2013 the opening of the crossing point “Pears – Budomierz” was held at the Ukrainian-Polish border.
The Ministry was also working on the introduction of the service of pre-filling tax reports e-Filing. It is the online payment service of tax e-Payments, which allows to conduct electronic book of incomes and expenses and a number of other innovations devoted to make life easier for business and citizens.
After the resignation of Oleksandr Klymenko these innovations have not been implemented.
