Klymenko explained why business didn’t receive vat refund
In January, VAT was not refunded to Ukrainian business. Oleksandr Klymenko – the leader of the “Uspishna Kraina” party and former Minister of Revenue and Duties – explained such course of events on his Facebook page.
“Last year the government introduced “anti-corruption amendments” to the Tax Code. According to the Tax Code and statements of the Ministry of Finance, it was required to form a single public register of applications for VAT reimbursement till January 10, 2017. The tax should have been returned daily and automatically», – the politician recalled.
The above-mentioned register provided publication of specific tax amounts, which should be refunded to entrepreneurs. It comes about sums amounted to tens of billions.
“If we disclose the real VAT debt, it will immediately affect the government debt. The IMF will certainly start to resent. In addition, investment attractiveness of the country will go down (how can it be lower?)”, – Klymenko explained.
That is why, according to him, the government makes a decision: sums, which were declared by business by January 1, 2017, would be refunded under the old procedure. New sums are also the same. Such procedure will last until April 1. “In general, «The End Is the Beginning Is the End» – neither “anti-corruption amendments” have worked”, – the leader of the “Uspishna Kraina” describes the situation.
However, according to him, the power was not able to refund VAT, which has formed before February 1 under the old procedure.
Consequently, Klymenko asks the following questions:
- 1. When was the Cabinet allowed to change the provisions of the main tax document of the country by its resolutions?
- 2. How can they carry out VAT reimbursement under the cancelled provisions?
- 3. Who will reimburse damage for the late tax refund to business?
“Neither me, nor Ukrainian business will get the answers in the near future. As is well known, the laws are not written for some people. If it is even written, it is not read. If it is read, it is unclear. If it is clear, it is clear in a wrong way. Groisman and Danilyuk prove this fact by their daily activities. However, they have not much time left. They will be responsible for each action under current law!” – the politician summed up.
Let us recall, in September 2016 during the forum in Kyiv, the party of Klymenko introduced an alternative Fair Tax Code, which was worked out by the «Uspishna Kraina» together with Ukrainian entrepreneurs and active citizens. In particular, the document should provide fair taxation of oligarchs and large business, prevent withdrawal of superprofit to offshore, ensure the support for the development of Ukrainian entrepreneurs. The full package of documents for the adoption of the Code was sent to the Verkhovna Rada. However, it was not considered by the MPs. The «Uspishna Kraina» committed itself to ensure its consideration and adoption after election of the party to the parliament.
