Oleksandr Klymenko: riot in Shargorod – it is the first step towards a dozens of protests in Ukraine

Large-scale protests against medical reform that started in Shargorod in Vinnytsia region. It comes about people’s reaction to the attempt of the authorities to save and earn on their health. It was stated by Oleksandr Klymenko – the leader of the «Uspishna Kraina» party – on his Facebook page.

According to the politician, if the medical reform in its current form is not stopped, such protests will spread throughout the country. The main reason for this is the fact that such changes, which are actively implemented today by Ulyana Suprun, the Minister of Health of Ukraine, suppose creation of so-called “hospital districts” with one medical institution for several settlements.

In particular, after reprofiling of district hospital in Shargorod, slightly more than half of the total number of doctors and junior medical stuff will stay there. Residents of the city will be forced to hospital, which is located in Mohyliv-Podilskyi (60 km from their home). The hospital in Shargorod will be transformed into common paramedic centre.

“The whole medical complex (even if it is not modern, but really operational) will be deprived of functions of the maternity unit, resuscitation, surgery, infection department, and partially gynaecology.

They plan to disband rather new Clinico Diagnostic Center», – Klymenko explained the situation. He added: «in such case, people will have to get to hospital for nearly two hours». Thus, the principle of «golden hour» of medical care will be violated – a time period lasting for one hour, or less, during which there is the highest likelihood that prompt medical treatment will prevent death of any patient.

“As a result, birth will be taken at home by “midwives”, who have been recently worked in the central district hospital. Acute, but not fatal diseases will be healed by pepper, which cannot be an effective cure a priori. Some patients, who arrive by ambulance, will simply die due to thousands of hollows and helpless glances of paramedics, – the politician predicted.

Klymenko is confident that the creation of so-called “hospital districts” is, above all, an attempt of the authorities to save on salaries and utility services. In addition, according to the politician, the “reform”, which was offered and actively carried out by the Ministry of Health, includes another non-public aspect.

«Earlier representatives of the power introduced a draft law in the Rada, which provides hospitals with the right to change the form of ownership, namely, to LLC and joint-stock companies. The statutory funds of these companies can include valuable equipment and even more valuable, literally “golden” land. The next step in the scheme – is the bankruptcy of LLC: it simply burnt out or open accounts in unreliable bank. Thus, the property of hospitals is purchased for a nominal fee,” – Oleksandr Klymenko describes the scheme of current power. According to him, the majority of state hospitals can become private and chargeable.

Experts agree that the protests in Vinnytsia region will continue. Rallies can also begin in other settlements that will suffer from the actions of the Ministry of Health.

According to Lyudmila Luzhanskaya, the head of the “Uspishna Kraina” party in Vinnytsia region, protesters in Shargorod do not intend to refuse to demand. They want to achieve justice.

“People spend the remnants of their health, stand outside in the cold weather in order to draw attention. They want their opinion to be taken into account. The authorities must stop scoffing at population. This has just gone beyond common sense», – Luzhanskaya noticed.

At the same time, representatives of the party of Oleksandr Klymenko insist: «medical reform should be started from the creation of stations of first aid in villages. Villages need it the most due to the fact that current transport infrastructure of cities is in a deplorable state. Moreover, there is not enough fuel for ambulances».
