The plan concerning the uncontrolled territories of Donbas, which was prepared by the cabinet, risks to be disrubpted, – experts of the “Restoring Donbas”
The government’s plan concerning the work with uncontrolled territories of Donetsk and Luhansk regions has a number of useful innovations. However, it was adopted with a delay of three years and can remain just as a formal document. Such conclusion was made by experts of «Restoring Donbas» community initiative, which was founded by Oleksandr Klymenko. They analysed the provisions of the Decree of the Cabinet of Ministers, January 11, concerning the implementation of state policy on the uncontrolled territories of Donetsk and Luhansk regions.
Olena Petryayeva, the head of the initiative and member of the Political Council of the «Uspishna Kraina» party, stressed the necessity of plethora steps (which are mentioned in the document) and expressed regret over the fact that authorities decided to make it several years after the beginning of the conflict. According to her estimates, the document itself has a number of positive innovations for residents of the so-called “gray zone” particularly.
However, a number of risks in such authorities’ attitude towards Donbas problems can lead to null innovations.
“Unfortunately, it will not work without further efforts of the Cabinet aimed at implementation its provisions. We are all witnesses of the process, when MPs and the government repeatedly expressed concerns for IDPs and Donbas residents, and forgot about it later”, – Petryayeva stressed.
Intention to provide residents of uncontrolled territories with an access to a range of administrative services and assistance in obtaining Ukrainian education for children are the unconditional benefits of the plan. However, according to Petryayeva, “even those provisions, which are designed to help residents of uncontrolled territories, include the duality of standards of the government”.
“The plan provides the prevention of wage arrears for employees of enterprises of all forms of ownership, which operate in Donbas. At the same time, they forgot about pensioners, who live there. Although, according to our information, such provision was originally included to the Plan. Later it was removed at the insistence of Mr. Rosenko and Ministry of social policy”, – the head of the initiative noted.
Moreover, experts of the “Restoring Donbas”, commented on the governmental Plan, which consists from 17 points, and stated that a number of the declared intentions are doomed to failure.
In particular, the document officially recognized the existence of corruption at checkpoints. However, the offered methods of struggling (video monitoring and lectures) are initially ineffective. Moreover, it was most likely suggested for the sake of the “check mark”.
According to Marina Tatarintseva, a lawyer of the «Restoring Donbas», a number of other intentions within the framework of the Plan are more declarative in its nature. Nowadays, it will not operate too.
«Here is a simple instance – improvement of procedures of moving goods across the demarcation line should have been prepared by August 2015 by the Cabinet of Ministers. Nowadays, the procedure is still regulated by the Security Service of Ukraine (breaching the direct rule of the law).
It also comes about the provisions related to a dialogue with residents of uncontrolled territories – relocation of orphans and children deprived of parental care, cooperation with trade unions, etc. The authorities have to understand that all of this is impossible without a contact with the other party,” – she noted.
According to Olena Petryayeva, the head of the “Restoring Donbas”, nowadays there is the only way to start implementing the governmental action plan is to start a dialogue, which will help to sew Ukraine together. First of all, it can be achieved by so-called “people’s diplomacy”. “Meanwhile, nowadays, public figures already have instances of the prohibition of the operation of their organizations on uncontrolled territories. I believe that initiatives within the framework of Plan will have the same fate», – she summed up.
Let us remind, last year, in December, the “Restoring Donbas” presented an alternative plan for the settlement of the conflict in the East and reintegration of the region. It comes about a comprehensive document, including issues related to cease-fire and peacemaking to ensure the safety of citizens, which was presented in the framework of the II Annual Forum “Restoring Donbas and Ukraine.” More than 90 specialized experts, volunteers, representatives of public organizations and international missions attended the Forum in order to work it out.
