The collapse of the school in Vasilkove is the result of «gangster decentralization», – Oleksandr Klymenko

“Decentralization” politics of current Ukrainian power has nothing common with fair distribution of budget funds. It is a direct threat to Ukrainians and their children. It is an obvious banditry. It was written by Oleksandr Klymenko – the leader of the «Uspishna Kraina» party – on his Facebook page. He commented the incident in Vasilkove (Kyiv region), where three floors of the school have collapsed during the educational process.

In particular, Klymenko believes that cave-in, which put lives of 580 children in jeopardy, was a direct consequence of insufficient financing of schools in the city in 2016.

“In 2016 it was planned to spend UAH 46.1 million for the city schools (as well as kindergartens, boarding schools, lyceums, gymnasiums). 28.8 million among it was planned to allocate to salaries of teachers, plus another 8.7 million – to housing. Only UAH 2 million was left for the “development”. If we divide it between all the institutions, namely, 9 schools and 11 kindergartens, only tears will remain, “-  the politician explained.

At the same time, the leader of the “Uspіshna Kraina” reminded that real instruments of tax and budget decentralization would be presented in an alternative Tax Code. It was written by his political force together with Ukrainian entrepreneurs and public activists.

“In version, which was offered by us, it comes about fiscal decentralization, which would allow to create conditions for development of local infrastructure and, most importantly. It will eliminate corruption schemes during the allocation of funding. In such case, money of Ukrainian taxpayers will not flow away to Panama. It will work for the benefit of communities,” – Klymenko said.

Former Minister of revenue and duties​ also named two key program points of his political force in the part of decentralization. It comes about a possibility of establishing rent on mineral extraction and saving 70-80% of collected taxes in local budgets by local communities.

According to Oleksandr Klymenko, it will provide settlements with funding and an opportunity to restore ecology by themselves. It will be possible to fund additional health protection measures in places, where the underground mining operations is taking place. At the same time, in the context of tax collection the politician advocates for distribution of the entire amount of the tax on personal income as well as income tax between local budgets.
