Development of the international partnership

Considering the role of Ukraine inside the European system is as a «space of mutual understanding” between Russia and the West, Oleksandr Klymenko personally coordinated the preparation of all tax and customs reforms required to sign an Association Agreement with the EU in 2013. He also took part in the settlement of trade conflict with Russia Federation in 2012-2013.

Oleksandr Klymenko has always been a supporter of self-independent development of the country. In terms of foreign policy vectors (in 2013 and today) he believes that the role of Ukraine inside the European system is as “a space of mutual understanding” between Russia and the West.

When Oleksandr Klymenko occupied a position in the Ukrainian government, he made considerable efforts in order to settle trade conflicts with the Russian Federation in 2012-2013, and to the implement the road map on the signing of the Agreement with the EU.

Plan of the necessary changes in tax and customs policy of Ukraine was presented personally by Oleksandr Klymenko in Brussels in June 2013. It was approved by the European side.

Oleksandr Klymenko focused on the increasing the transparency of the tax system and the work of domestic business. In particular, in 2013 Ukraine became the 121st member of the Global Forum on transparency and exchange of information of the Organization for Economic Cooperation and Development due to his efforts.

During the visit of Algirdas Semeta – European Commissioner for Taxation and Customs Union, Audit and Anti-Fraud – in Kiev in October 2013, Klymenko and Semeta came to an understanding concerning the ways of cooperation between Ukraine and the EU in the framework of creating a global system of automatic exchange of tax information.

Among the priorities of the agenda in the customs cooperation with the EU, Oleksandr Klymenko distinguished the creation of barrier-free environment for the conducting international trade, in particular the introduction of the Authorized Economic Operator.

In addition, as a Minister of revenue and duties, he paid great attention to the role of an efficient system of risk analysis in order to fight against offenses, develop customs infrastructure, open new crossing points on the border with the EU.

Particular emphasis was placed on the certification of origin of goods. Ukraine was preparing to introduce a certificate EUR-1, confirming the country of origin of the goods that would be necessary for Ukrainian producers to obtain preferences on the EU market.

Oleksandr Klymenko believed that refusal to sign the Association with the EU in November 2013 was a mistake. During the conversations with colleagues from the government and the media in an interview, he always emphasized his commitment to the European model of development of Ukraine, taking into account the need for adaptation of the Ukrainian economy to open markets and to protection of social interests of its citizens.

In particular, he assured Stefan Fule  – the European Commissioner for Enlargement and European Neighbourhood Policy – in it during his last visit to Brussels as a Minister of revenue and duties in December 2013.

Ukraine must cease to be a bone of contention between East and West. It should become a «bridge» between them, said Oleksandr Klymenko.
