Klymenko: “Authorities turn a blind eye to the problems of citizens”

Authorities leave entrepreneurs of southeast alone with their problems. Oleksandr Klymenko – former minister of revenues and duties – wrote about it on his Facebook page.

“Yesterday, big business “put the squeeze” on Parliament for the postponement of transfer pricing terms. Well, congratulations to the oligarchs, who have proved, that they are able to lobby for their interests, even in the most difficult times for the country, “- wrote Oleksandr Klymenko – the former minister of revenues and duties – on his official Facebook page. “However, we are talking not about them, but about the segment of business, which does not have so many lobbyists and experience difficult times. It is small and medium entrepreneurs of Eastern regions of Ukraine. Nowadays, they are in a situation of double uncertainty. On the one hand, they do not understand how the situation will develop further in the country, what will happen to their business tomorrow, what would be the dollar exchange rate, how will change the consumer demand, etc. On the other hand, they actually left without any support of the Ukrainian government. It is easier to call them as separatists and terrorists than to recognize the problem and seek ways to resolve it, “- he said.

Klymenko called on the authorities to pay attention to the problems of the East. ” Ladies and gentlemen, open your eyes: the same people, just like you live in Donetsk and Luhansk regions. They are working, doing business, bring up children, think about the fate of the country. They expressed their protest not on the Maidan due to other mental forms of protest (referendum). It doesn’t comply with the letter of the law. However, it reflected the social demand emanating from millions of people. It is easier to say that they did it at gunpoint, rather than to hear the voice of the people, to recognize the problems and start solving them, “- said the politician.

«The problems are existing, and they are real. For instance, the issue of taxes. Ministry of revenues and duties reported that it evacuated its staff from the Main Office of Ministry in Donetsk region, as well as Tax inspections in Slavyansk, Kramatorsk, Konstantinovka. What did they advise do payers who would like to pay taxes? To do it in electronic form. However, how would they do it, if the site of the Ministry “laid down” for two days, and bank branches were closed? “- asks Klymenko.

According to him, instead of clear instructions for taxpayers, Igor Bilous – the head of Ministry of revenues and duties – gives detailed interviews and states optimistically that everything is wonderful in the tax area”. Shlapak – Minister of Finance – cheerfully notes that self-sufficiency of Donetsk and Luhansk regions in 2013 in terms of incomes, which were collected, is 39.8% and 44.1%, respectively. I believe that such estimation of the role of regions is not only biased but also unprofessional. It doesn’t comply the basic economic analysis. If you look through the consolidated budget of the region, local budgets in 2013, you will see that it is much bigger in Donetsk and Luhansk region. For instance, last year, taxes from Donetsk, Luhansk, Kharkiv and Odessa regions accounted for 23.5% of total consolidated budget of Ukraine. Donetsk region in 2013 gave nearly 10% of all tax payments. However, it is impossible to analyze the work of the region’s only via tax statistics, which entered into the budget and were given back. It should be a comprehensive view at the situation and calculations of really working companies, population, all the factors, up to the level of inflation, “- said Klymenko.

According to Shlapak, there is a significant proportion of the VAT refund in Luhansk and Donetsk regions. In March, the corresponding indicator was 24% in April – 51% of the total amount of VAT refunds in Ukraine. If we talk about VAT refund to these regions, it is also necessary to consider that all enterprises are the largest import and export companies, located in the region – there are Metinvest, ISD, Donetskstal, MMK Ilyich and others. Refunded money go to development of these areas, and very often – let’s be objective – are returned to the state budget in the form of advance payment. Nowadays, state took more than UAH 25 billion of overpayments during the last 2 months. Thus, by May 1, the total “debt” of the state to taxpayers from the beginning of the year has increased dramatically – by UAH 13 billion – and has already reached UAH 70 billion “, – he said.

«Mr. Shlapak, well, how can you state that Donetsk and Lugansk regions are subsidized? Making such statements, manipulate numbers mean deliberately misleading. I have only one question – Who do you want to deceive? Yourself? Hey, people of quality!!!! If you prefer not to see the problem, it does not mean that it does not exist! Entrepreneurs of South-eastern regions pay taxes regularly. For instance, during the 4 months of 2014, UAH 8.3 billion of taxes were received from the enterprises of Donetsk region, UAH 2.6 billion – from Luhansk, almost UAH 4 billion – from Odessa, and UAH 6.6 billion from Kharkov. During this complicated situation, on the background of the severe conflict, entrepreneurs proceed to perform their civic duties, regularly filling not only the state budget but also local budgets. They understand that it is important for the functioning of local communities. What is the government doing? Is is thank them or help them? No, it is washing its hands, leaving these entrepreneurs one-on-one with their problems! “- said the politician.

« Where and how should taxpayers pay the taxes in settlements, where the tax inspections are evacuated or blocked? Who would think about it? People have culture of taxpaying, they are concerned. They are calling on the hot line, they are writing to me. You have to provide people with a clear mechanism of the situation! For instance, you can organize the work of different centers and service centers, involve volunteers. Moreover, let them know what would happen in case of non-payment of taxes on time. Think about the system of special regimes for entrepreneurs of these areas – temporary cancellation of penalties, “- said Klymenko.

«After all, no matter how difficult it is today, tomorrow always coming. There will be a situation, when people will get bogged down in litigation, and the evidence of their innocence. It is a postponed problem, and it is compounded by the fact that current government refuses to recognize it. The same situation was with entrepreneurs of Crimea. If the government wants to operate, it has to resolve the problems of its citizens, and not to close the eyes to them. How do you want to teach a country to live o new life, if you do worse than the old way?! “, – he concluded.
